The UN Charter reflected a basic bargain: states would accept legal limitations on their individual rights to use force but a Security Council would collectively address urgent threats to peace and security. How has this bargain played out in practice? To the extent that the Security Council has failed to deliver, how has international law adapted—or failed to adapt?
